Editorial Policies

Aim and Scope

The mission of the journal is to publish new achievements in linguistics; actualization of modern problems of modernization and development of the Kazakh language as the state, scientific potential of Kazakhstan; publication of scientific achievements and innovative mechanisms in the development of linguistics.

The purpose of the journal is to become an open platform for scientific professional discussion of a wide range of issues related to modern philological science.

The journal contains unique articles containing the results of scientific and applied activities in the field of philological sciences, achievements of advanced humanitarian technologies and science and analysis of world linguistic thought, experience of integration of regional and foreign innovative systems of linguistic science and education, processes of modernization of Kazakhstan society.

Objectives of the journal:

  • publication of the results of scientific and applied research in the field of linguistics;
  • analysis of achievements in the field of advanced humanitarian technologies and linguistics and linguistic education;
  • dissemination of the experience of integration of regional and foreign innovative systems of linguistic education, modernization processes of Kazakhstan society;
  • presentation of new concepts, programs, projects, technologies that contribute to the development of linguistic science.

Open Access Policy

"Tiltanym" is an open access journal. All articles are made freely available to readers immediatly upon publication.

Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review

The manuscripts submitted to the editorial office of the journal and meeting the formal requirements, the requirements for design and the indicator of originality on the basis of verification through the plagiarism verification system are necessarily sent for further review.

If the author(s) of the manuscript has a conflict of interests with other scientists, he (they) is obliged to indicate the presence of such a conflict of interests in the cover letter, in order to avoid sending this manuscript to the specified scientist(reviewer) and biased assessments of the manuscript.

The journal "Tiltanym" uses "two-way-blind" review carried out by at least two scientists who have the degree of Candidate of Sciences, Doctor of Sciences, Doctor of Philosophy (PhD) and scientific specialization on the topic of the reviewed manuscript.

The review is conducted confidentially: the manuscript of the article is sent to the reviewers via the electronic platform of the journal without specifying the data about the authors. Reviewers are required to make a clear, objective and reasoned assessment of the compliance of the manuscript with the main scientific criteria, as well as its quality and significance.

After receiving the conclusions from the reviewers, the responsible editor sends them to the author for correspondence without specifying the reviewers ' data, for responding to comments, making appropriate changes and re-sending the manuscript via the electronic platform. The author (s) may refuse to respond to comments, make changes to the manuscript and re-send it to the editorial office of the journal "Tiltanym" without explanation.

After responding to all comments, making changes to the manuscript to eliminate the comments of reviewers and re-sending it to the editorial office of the journal, the scientific editor sends all the materials to the reviewer (s) for re-reviewing.

The manuscripts, for which there are positive conclusions from two reviewers and the responsible editor, are recommended for publication in the journal "Tiltanym" according to the order of their acceptance for publication. The manuscripts approved by the editorial board are transferred to the executive secretary for the formation of the journal issue.

If one of the reviewers provided a positive conclusion for the manuscript, and the second – a negative one, the manuscript is sent by the scientific editor to the third reviewer or a member of the editorial board who is a specialist in the subject of the manuscript. If a third reviewer or a member of the editorial board provides a positive conclusion, the final decision on accepting/rejecting the publication of the manuscript is made by the scientific editor of the journal "Tiltanym".

In case of two negative reviews, the manuscript is rejected from publication in the journal.

The materials of articles rejected by the editorial board on the basis of the results of reviewing are not used by the editorial board for its own purposes. The editor or executive secretary notifies the author for correspondence about rejecting the publication and sends the conclusions of the reviewers.

The reviews of the manuscripts are stored for three years in electronic format on the electronic platform of the journal.

The review period is appointed by the editor responsible for the article, and the period of review of the manuscript by the reviewers is no more than two months from the date of sending the material to the reviewers.

 

Publishing Ethics

The members of the editorial board of the scientific journal "Tiltanym" adhere to the principles and norms of "Publication ethics for scientific journals" in their professional activities. The publication ethics has been developed in accordance with the International Publication Ethics Standard of the Committee on Publication Ethics (COPE), as well as the Ethical Principles of Publishing Scopus (Elsevier) journals, the ‘Code of Ethics of the Scientist’ of the Institute of Linguistics named after A. Baitursynuly.

The ethics of publication establishes norms, principles and standards of ethical behavior of editors, reviewers and authors, measures to identify conflicts of interest, unethical behavior; instructions for withdrawal (retraction), correction and refutation of the article.

All participants in the publication process, namely, each author, scientific editor, reviewer, executive secretary, members of the editorial board of the scientific journal "Tiltanym" must unconditionally adhere to the principles, norms and standards of publication ethics. Compliance with ethical principles is important both for ensuring and maintaining the quality of the scientific journal, as well as for creating trust and respectful relationships between participants in the publication process.

Unethical behavior is considered to be the actions of authors, editors or publishers, in the case of  self-submission of reviews of their own articles, in the case of contractual and false reviewing, in the conditions of applying to agency services for publishing the results of scientific research; false authorship, falsification and fabrication of research results, publication of unreliable pseudo-scientific texts, transfer of the article manuscript to other publications without the permission of the authors, transfer of the authors ' materials to third parties, the conditions when copyright and the principles of confidentiality of editorial processes are violated, in case of manipulation with citation, plagiarism.

 

Principles of publication ethics of the Editorial Board members

The members of the editorial board of the journal "Tiltanym" are responsible for the development, improvement of the journal, for the promotion of the journal in international databases, they should follow the principles of freedom of opinion, meeting the scientific and professional needs of the authors and readers of the journal, not allowing the commercial interests of the author, reviewer and publisher of the journal to influence decisions on the publication of materials, they must also take all possible measures to improve the quality of scientific publications, protect the confidentiality of information data at all stages of the publication process.

Equality of all authors. The members of the editorial board are responsible for making a decision on the publication of the materials submitted by the authors in the journal. Members of the editorial board should evaluate manuscripts on the basis of their intellectual content, regardless of race, gender, sexual orientation, religious beliefs, ethnic origin, citizenship, political views of the authors or commercial considerations.

Making a decision on the publication of the manuscript. The decision on which of the articles submitted to the editorial board should be published is made by the editorial board of the journal on the basis of the results of verification for compliance with the requirements of registration, plagiarism and the results of scientific review. When making a decision on the publication of a manuscript, the editorial board is guided by the journal's policy and publication ethics and does not allow articles with signs of plagiarism, violation of the principles, standards and norms of scientific ethics, and copyright infringement to be published.

The members of the editorial board are responsible for the publication of articles with known signs of unethical behavior, plagiarism, self-plagiarism, excessive self-citation by the authors, conflict of interests. If the principles of publication and/or scientific ethics were violated when writing an article, the scientific editor of the journal, on the basis of the decision of the editorial board, must withdraw the publication. Articles may be withdrawn by the author (s) or the editorial board of the journal. The editorial board withdraws (retracts) published articles in case of violation of publication and / or scientific ethics, on the basis of the recommendations of the COPE. The article is withdrawn (retracted) in the case of:

  • the presence of clear evidence that the data obtained is unreliable or obtained as a result of illegal actions, for example, falsification of data;
  • detection of the fact of publication of the manuscript in another publication before its publication in the journal "Tiltanym";
  • detection of plagiarism in the article, including the borrowing of drawings, graphs, tables, etc.
  • the presence of gross errors in the article that can negatively affect other scientists and their research, for example, a miscalculation or an experimental error;
  • the appearance of copyright claims on the article or its individual parts from third parties;
  • the presence of information in the article that contradicts the principles, standards and norms of publication and / or scientific ethics.

In such cases, the editorial board of the journal conducts an audit, according to the results of which the article can be withdrawn (retracted) from publication. To do this, an act of retraction of the article from publication is drawn up, which is confirmed and signed by the scientific editor. A copy of the act is sent to the author for correspondence of the article.

After that, the article is marked as retracted on the journal website with an indication of the reasons. The editorial board publishes information about the withdrawal (retraction) of the article on the main page of the journal website and places the information, after the procedure of withdrawal (retraction) of the article, in the subsequent issue of the journal.

The editorial board of the journal "Tiltanym" responsibly, objectively and carefully considers all reasonable appeals regarding the violations found in the published issues.

The editorial board considers it the responsibility and obligation of the authors and reviewers to inform the editorial board as quickly as possible about the mistakes and violations identified by them after the publication of the material.

 

The principle of confidentiality. At the stage of reviewing the manuscript (before its publication), editors and members of the editorial board should not disclose information about it to anyone other than the authors, appointed reviewers and the publisher. Any manuscript received for consideration should be treated as confidential material. Manuscripts should not be shown and discussed with third parties without the permission of the scientific editor.

The members of the editorial board guarantee that the rejected manuscripts will not be used in the editorial board members ' own research without the written consent of the authors.

 

Consideration of claims about unethical behavior. The members of the editorial board should individually consider each complaint about the unethical behavior of the author (s) of the manuscript and articles published in the journal "Tiltanym", regardless of the time of its receipt. The members of the editorial board should take objective and adequate measures in relation to such claims. If the arguments of the claim are confirmed, the members of the editorial board have the right to refuse to publish the manuscript and to stop further cooperation with the author for correspondence, to publish appropriate refutations, as well as to take other measures to further suppress the unethical behavior of the author(s).

 

The editorial board, their official duties and responsibilities

The official duties and responsibilities of the scientific editor of the journal "Tiltanym", the executive secretary, members of the editorial board are specified in the corresponding approved job instructions.

 

Principles of the author's publication ethics

One-time publication. The author (s) guarantees that the manuscript of the article submitted to the editorial office has not been submitted for consideration to other publications. Submitting a manuscript at the same time in several journals/publications is unacceptable and is a gross violation of the principles, standards and norms of publication ethics.

The authorship of the manuscript. The person who has made the greatest intellectual contribution to the preparation of the manuscript (with two or more co-authors) is indicated first in the list of authors. For each article, the author for correspondence should be assigned, who is responsible for preparing the final version of the article, communicating with the editorial board, he should ensure that all research participants (if there are more than one author) who have made sufficient research contributions are included in the list of authors, and also receive approval of the final version of the manuscript from all authors for submission to the editorial office for publication. All authors specified in the manuscript / article are responsible for the content of the work.

The principle of originality. The author (s) guarantees that the research results presented in the manuscript are an original independent work, and do not contain incorrect borrowings and plagiarism, which can be detected during the verification of the manuscript through the plagiarism verification system.

The authors are responsible for publishing articles with signs of unethical behavior, plagiarism, self-plagiarism, self-citation, falsification, fabrication, data distortion, false authorship, duplication, conflict of interest and deception.

The principle of confirming the sources. The author(s) undertakes to correctly indicate the scientific and other sources that he (they) used during the research. In the case of using any parts of other people's works and/or borrowing the statements of another author (other authors), bibliographic references should be indicated in the manuscript indicating the author (s) of the original source. Information obtained from questionable sources should not be used in the preparation of the manuscript.

If the reviewers, scientific editor, member (s) of the editorial board of the journal have doubts about the authenticity and reliability of the research results, the author(s) must provide additional materials to confirm the results or facts given in the manuscript.

Correction of errors in the publication process. In case of detection of errors and inaccuracies in the work at any stage of the publication process, the authors undertake to urgently inform the scientific editor about this and provide assistance in eliminating or correcting the error for publication on the journal website of the corresponding correction (Erratum or Corrigendum) with comments. In case of detection of gross errors that cannot be corrected, the author (s) must withdraw the manuscript/the article.

The principle of compliance with publication ethics. Authors are obliged to comply with ethical standards related to criticism or comments regarding research, as well as related to interaction with the editorial board regarding reviewing and publication. Non-compliance with ethical principles by the authors is regarded as a gross violation of the ethics of publications and gives grounds for withdrawing the manuscript from review and/or publication.

 

Principles of the reviewer's publication ethics

The principle of objectivity of reviewing. Reviewer (s) of the journal “Tiltanym” undertakes to conduct an expert assessment of the manuscript objectively. Personal criticism of the author (s) of the manuscript is unacceptable. The reviewer must justify his comments and decision to accept the manuscript or reject it.

The nationality, religious affiliation, political or other views of the author (s) should not be taken into account in the process of reviewing the manuscript by the reviewer (s).

The reviewer's contribution to editorial decisions. The expert assessment compiled by the reviewer (s) contributes to the editorial board's decision on publication, and also helps the author (s) to improve the manuscript. The decision to accept the manuscript for publication, return the work to the author for modification or revision, or the decision to reject the publication is made by the editorial board on the basis of the results of the review.

The principle of timeliness of reviewing. The reviewer is obliged to submit the review within the period determined by the editorial board, but no later than two months from the date of receipt of the manuscript for review. If it is impossible to conduct assessment of the article and prepare a review within the prescribed time, the reviewer must immediately notify the scientific editor about this.

The reviewer who considers that his qualification does not correspond or is insufficient for making a decision when reviewing the submitted manuscript should immediately inform the scientific editor about this and refuse to review the manuscript.

The principle of confidentiality on the part of the reviewer. The manuscript submitted to the reviewer for review should be considered as confidential material. The reviewer has the right to demonstrate it and / or discuss it with other persons only after receiving written permission from the scientific editor of the journal and / or the author (s).

The information and ideas of the scientific work obtained during the reviewing and ensuring the publication process should not be used by the reviewer (s) for personal gain.

The principle of confirming sources. The reviewer should indicate the scientific works that would have influenced the research results of the manuscript under consideration, but were not given by the author (s). The reviewer is also obliged to draw the attention of the scientific editor to a significant similarity or coincidence between the manuscript under consideration and a previously published work, which he is aware of.

If the reviewer has sufficient grounds to believe that the manuscript contains plagiarism, incorrect borrowings, false and fabricated materials or research results, he should not allow the manuscript to be published and inform the scientific editor of the journal about the revealed violations of the principles, standards and norms of publication and scientific ethics.

 

Conflict of interests

A conflict of interests, as defined by the Committee on Publication Ethics (COPE), is a conflict situation in which authors, reviewers or members of the editorial board have implicit interests that can influence their judgments about the published material. A conflict of interests arises when there are financial, personal or professional conditions that may affect the scientific judgment of the reviewer and the members of the editorial board, and, as a result, the decision of the editorial board regarding the publication of the manuscript.

The responsible editor of the journal should require all participants in the process of publishing the manuscript to disclose the conflict of interests.

The scientific editor, a member of the editorial board and reviewers should notify about a potential conflict of interests that may somehow affect the decision of the editorial board. Members of the editorial board should refuse to consider the manuscript if they are in any competitive relations related to the results of the research of the author (s) of the manuscript, or if there is another conflict of interests.

When submitting a manuscript for consideration to the journal, the author (s) declares that all sources of research funding are indicated in the content of the manuscript; they also indicate what commercial, financial, personal or professional factors exist that could create a conflict of interests in relation to the submitted manuscript. The author (s), in the cover letter, if there is a conflict of interests, can indicate scientists who, in their opinion, will not be able to objectively evaluate their manuscript. 

The reviewer should not consider manuscripts that may cause a conflict of interests arising from competition, cooperation or other relations with any of the authors related to the manuscript.

If there is a conflict of interests with the content of the manuscript, the responsible editor must notify the scientific editor about this, after which the scientific editor assigns the verification and review of the manuscript to another editor/reviewer.

The existence of a conflict of interests between the participants in the review process does not mean that the manuscript will be rejected.

All interested parties should, as far as possible, avoid the occurrence of a conflict of interests in any variations at all stages of publication. In the event of any conflict of interests, the person who discovered this conflict should immediately notify the editorial office. The same applies to any other violations of the principles, standards and norms of publication and scientific ethics.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.

 

Plagiarism detection

“Tiltanym" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in “Tiltanym", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in “Tiltanym" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.
 
Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
